第二十一条 自然保护区管理机构在综合科学考察和专项调查的基础上，根据需要组织编制所管理自然保护区的相关规划（以下称自然保护区规划），明确保护和管理的目标任务、保护对象、管理要求、保护措施等事项，并对原有居民生产生活活动等作出安排。组织编制自然保护区规划，应当广泛听取有关方面意见、深入论证。
